Development, Building & Demolition Permits

Development Permit Applications are required for all construction, renovation and installment projects, with an application fee of $25.

Owners and Project Managers can expect 7-10 business days for Development & Building Permit Application intake and processing.

Applications for a development permit shall be made to the Development Officer

using this form, Development Permit Application

and shall be accompanied by a site or building plan, drawn to scale, showing dimensions, and locations of existing and proposed buildings and structures as well as all site lines. Where no new construction is proposed the applicant shall supply a written description and/or drawings of the proposed development in place of such plans.

3.2DEVELOPMENT PERMIT
3.2.1No person shall undertake a development or commence a use unless a development permit has first been obtained, except as provided in Section 3.2.3.
3.2.2A development permit cannot be issued in contravention of any provisions of the Zoning Bylaw or Official Community Plan except as provided in an appeal pursuant to the Act.
3.2.3A development permit is not required for the following, but all other applicable provisions of the Zoning Bylaw shall apply:
  1. the construction or maintenance of a public work by the municipality or a public utility
  2. the installation of a public work on any street or other public right-of-way by the municipality
  3. a municipal facility installed and operated by the municipality
  4. maintenance and repairs that do not include structural alterations
  5. accessory buildings and structures less than 9.3 m2 in area
  6. a temporary building, the sole purpose of which is incidental to the construction or alteration of a building for which a building permit has been granted.
3.2.4A building permit shall not be issued unless a development permit, where required, has also been issued.
3.2.5If the development or use authorized by a development permit is not completed within twelve months from the date of issue of a permit, the permit is deemed void unless an extension has been granted by the Development Officer for a permitted use or by Council for a discretionary use, prior to expiry.



Building & Demolition Permits

Building Bylaw No. 05/2021

Building Permit Applications are required to accompany Development Permits when;

  • A building is being demolished or moved,
  • The new construction is over 100ft2,
  • Includes bay window installation,
  • Renovations consisting of structural changes
  • Deck/Patio construction that is more than 8" above grade level,
  • Roof enclosures above decks/patios,
  • Building underwent a change of use,
  • Swimming pool construction/installation,
  • and as the Planning Manager advises. 
Before a Building Permit Application can be reviewed, complete applications will include a site plan and construction drawings. A site plan consists of a plot plan of the entire property to scale, oriented North, including locations of existing and proposed buildings and structures, property line setbacks, driveway accesses, utility lines and other applicable details. Construction drawings will include specifications and technical details of your project design.

Building Permit fees are calculated based on the construction value of the project, invoiced at the time of plan approval and payable prior to permit issuance.

Building permits expire after 6 months from the date of issue but the owner may make request for extension for a further 6 months without fee. It is the responsibility of the owner to locate all utility lines and easements with Sask 1st Call. Check with ISC (Information Services Corporation, formerly known as Land Titles) and your utility companies.
